Foreign Office regarding the proposed appointment of Mr. Too Ping Lung as Chinese Consul at Hongkong.
Your Lordship will already have learned from my despatches No. 12 of the 22nd of January and No. 22 of the 4th instant, that there are strong objections to the appointment of a Chinese Consul at Hongkong, and I have nothing further to add to the views I have already expressed on the subject.
