I have the honour to enclose for Your Lordship's information a copy of an extract from a Memorial addressed by the Hongkong General Chamber of Commerce to Her Majesty's Principal Secretary of State for Foreign Affairs on the subject of the revision of the clauses of the Treaty of Tientsin.

Your Lordship will observe that the Chamber of Commerce express a strong objection to the appointment of a Chinese Consul and adduce their reasons for entertaining it.
