These herbs are sold by herbalists and could therefore be procured at any herbalists. And would be easily obtained.
Apparently, the sale of the two above-mentioned herbs would be difficult to restrict by law, as the sale could be easily evaded and soon become inoperative.
Moreover, the necessity of a law restricting the sale of poisons, and especially of the three poisons above-mentioned, has not been shown to me.
Therefore, I do not think it desirable to introduce any Ordinance on the subject.
