address of the purchaser the name, and quantity of the article sold and the purpose for which it is stated by the purchaser to be required to which entry the signature of the purchaser and the person, if any, who introduced the purchaser shall be affixed.

18. It will, I think, be necessary to insert a clause excluding the operation of the Bill from all medicines dispensed by a Chemist and Druggist or Pharmaceutical Chemist in pursuance of a prescription by a Medical Practitioner registered under Ordinance 6 of 1884, a native Physician provided that such medicines are labelled as aforesaid with the name and address of the seller and the ingredients thereof be entered with the name and address of the person to whom it is sold or delivered in a book to be kept by the seller for that purpose; and from all medicines supplied by any unregistered practitioner to his patient provided that the said practitioner makes in a book to be kept for the purpose a copy of the prescription according to which the said medicine was prepared as well as the name and address of the person to whom such medicine was supplied.

19. I would further recommend that under the Ordinance the Governor in Council should have the power to prohibit by proclamation in the Gazette the sale for a period of any poison mentioned in the Schedule or any that may hereafter be added thereto, and to order the sellers of poisons to furnish the Authority at any time when required...
