which could not reasonably be enforced until the licensing of medical practitioners had been effected. The time does not appear to be ripe for the introduction of such a measure. I think the difficulty can, however, be avoided by simply enforcing compulsory notification. Still if there would be danger of such a measure being regarded as a recognition of applicants' fitness to practise and of the fact being applied by charlatans for licence, a modification of the clauses dealing with the registration of the seller might usefully be considered.
b. Definition of Poison.

I would recommend clauses such as the following:-
(1). That the word Poison shall include the substances contained in a schedule to the Ordinance and any substance which the Governor in Council may from time to time declare by proclamation in the Gazette to be a Poison and subject to any or all of the provisions of the Ordinance.
(2) That the poisons to be included in the Schedule be the substances specified in par. 2 and 3 of this report as well as any preparation into which such substances may enter.
