Satwa poisoning has everigh in this Colony. I have investigated many cans de during ing the past seven years. There is no evidence to show that any the Chinese criminal uses part of the plant other than the flowers which contain a considerable quantity of the alkaloid atropine. It is reasonable to suppose that all parts of the plant contain more or less of the active principle; for this reason I would recommend that any legal definition of satwa should include all parts of the plant. For His Excellency's information, I attach a note from the China Review, Volume 16, pages 2 to 7, and to Jahura alba for the chemical and toxicological sections of which I am responsible.
Poisoning by the root of Gelsemium elegans has occurravee in this Colony. The plant is a powerful agent. The alkaloid of this plant is a powerful tetanising poison allied in both its chemical and physiological action to Strychnine, and was isolated by me in 1884. The investigations made during an enquiry into an alleged case of murder were incorporated in that year's annual report. I attach a fuller note from the China Review, volume 20, pages 215 to 220 for the chemical sections of which I am also responsible. This poison, which must not be confounded with the American eclectic remedy derived from a plant of the same genus, is so rapid in its action - death has been known to occur within two hours of its administration - that the sale ought to be surrounded with...
