It may or may not be feasible to control the sale of poisons in Hongkong, but it is not clear that neither the governor M. Ackroyd has taken any pains to consider Mr. Crow's suggestions.
I should south ask for further consideration of the matter, & tell the Chief Lepurtant governor to consult Chief Justice & the Chief Medical Officer.
