Shipping Act (No.2) Bill, which proposes to amend the Law in respect of timber deck loads in winter, the landing of live cattle in the United Kingdom, and bulkheads in iron vessels, was referred to the Harbour Master and to the Chamber of Commerce for their consideration, and I have now to transmit copy of a letter (with its enclosure) from Captain Rumsey, and a letter from the Chamber of Commerce, both relating to the last of the above-mentioned subjects.

The Chamber had no observations to offer on the first two questions.
