In Your Lordship's despatch No.117 of the 19th of July, 1887, announcing Mr Ladd's appointment, it was recommended that he should be allowed free quarters as the salary recommended by the Sanitary Board, and on which he was appointed, viz. $2,400, fell far short of £600 a year, for less than which Your Lordship mentioned that the Agricultural Department thought a good Veterinary Surgeon could not be secured.
3. In accordance with the above suggestion, an increase to Mr Ladd's salary of $600 per annum was sanctioned by the Executive Council on certain conditions; instead of rising to $3,000 by triennial increments of $300, it was $2,400 rising to $4,800.
