In accordance with His Excellency's request I have consulted some of the Chinese in whom I have confidence and who are most respected in this
Community regarding the proposed appointment of a Chinese Consul in Hong Kong. They
are, one and all,
strongly opposed to such appointment, which
they consider
would be detrimental to Chinese
interests in
they say,
Hong Kong. In necessity,
exists for such an
officer
in a Colony situated on the borders
of China, the Chinese are more securely protected than in their own
country
by the Government generally and by the Registrar General or Interpreter.
