The Ordinance has been passed at the suggestion of the Sanitary Board with a view to abate the evil of overcrowding which has become a source of serious danger to the health of those residing in the Chinese portion of the City.
I enclose copy of a valuable report on this subject which has been drawn up by a Committee of the Sanitary Board composed of Messrs. Mitchell-Innes and a lay member of the Board, Mr. V. J. Ede.

I trust that this Ordinance may effect the principal object it has in view. But in any case I shall not fail to give my serious consideration to the condition of the city disclosed by the investigations.
