During the past year, several serious "collisions took place between armed bands of smugglers, who attempted to cross the Chinese frontier at Kowloon with opium, and Chinese Customs Officers.
3. Mr. Homing caused strict enquiry to be made as to how and where these bands of smugglers were armed, and it is strongly suspected that they are in the habit of concealing their arms in a small house or houses in British Territory close to the frontier where they assemble and arm themselves before starting on their smuggling expeditions.
