The Salary of the Seven First Clerks of the Public Departments of Government is the uniform one of $1920 per Annum), while that of the First Clerk of the Public Works is only $1440. The duties of Mr Gutierrez which include the Conduct of the Accounts of Public Works Expenditure are very arduous and heavy.

They have greatly increased of late and it seems unjust that he should not take rank with the other First Clerks in regards to Salary, the more so that he is Senior to the majority of them in age and length of Service.

In these Circumstances I have no hesitation in recommending to the favorable consideration of His Excellency The Governor, that in addition to his personal Allowance of $240, Mr Gutierrez Should be paid at the Same rate as all the other First Clerks, some of whom also have personal Allowance.
