For the efficient management of that Department, adjustments have had to be made by me, thus considerably increasing the duties of my office.
For my length of service and for the additional duties that have been assigned to me, I have only allowed a personal allowance of $20 a month; in addition to my salary as 2nd Clerk.
I trust, therefore, that having regard to my long service in the Department and to the additional duties that have been assigned to me, you may be pleased to recommend that I may be appointed to the vacancy of 1st Clerk caused by Mr. Shepherd's transfer. The salary drawn by that Officer and by my predecessors was $200 per month; and that in consideration of my discharging the combined duties of 1st and 2nd Clerk, I may be permitted to retain the personal allowance of $20 per month that has been granted to me.
I have the honour to be,
Your most obedient Servant,
Moutarne,
2nd Clerk to the Land Office last year.
Mr. Gutierrez has served 20 years in this office, having entered in 1864 as Third Clerk.
In 1879, he succeeded the late Mr. Chagas as Second Clerk, and while holding the latter appointment, he was for 2 years acting First Clerk (during Attorney-General's absence and previous to Mr. Shepherd's arrival). Since the Land Office was transferred to the Supreme Court, there has been no First Clerk in this Department, we being only at Second Clerk, which is an anomaly that should be rectified. Mr. Gutierrez made an application similar to this last but did not receive the post of First Clerk; he received only a personal allowance of $90 a month. I would be very glad to see Mr. Gutierrez promoted to the position of First Clerk after his 20 years of service, and trust that this may be done at whatever rate his emoluments may be adjusted.
Signed, S.M. Price,
Surveyor-General.
In this letter, Mr. Gutierrez asks that he may be promoted to be 1st Clerk in this Department, the post having been left vacant by the transfer of Mr. Shepherd.
