As the annual Estimates for the ensuing year are in course of preparation, I take the liberty of again submitting to you my application for promotion to the post of First Clerk in this Department, rendered vacant by the transfer of Mr. Bruce Shepherd to the Supreme Court.
I entered the service of the Government in your Department on the 7th of April 1864 as 3rd Clerk and was subsequently promoted to the Office of 2nd Clerk. On the departure on leave of the late Mr. Tomlins to the time of his death and until the appointment of his Successor Mr. Bruce Shepherd, September 1880 to December 1882, I discharged the duties of First Clerk, in addition to my duties as Clerk of the Deed Registry in conjunction with my Accountant and 2nd Clerk.
Upon the transfer of Mr. Bruce Shepherd to the Supreme Court in May 1883, so much of his duties as did not relate to the Deed Registry devolved upon me, in addition to my ordinary duties, and since the establishment of the Sanitary Board, all the Accounts...
