The position which Mr Gutierrez now occupies is, I understand, that of the 2nd Clerk in 1875, and on that basis the increase to his salary has been calculated. The then 1st Clerk is now Land Officer, and there is above Mr Gutierrez in the department a Correspondence Clerk who is practically the First Clerk.

Under the circumstances, and as 20 per cent added to the salary of second Clerk in 1875 (or $1440) makes only $1728 whereas Mr.
