Lord Kimberley had not lost sight of the main objection to the proposed appointment of a Consul, raised originally in the despatch of 12th May 1869, viz., that the Consul might possibly abuse his position by prosecuting his fellow countrymen in Hong Kong, but it was intended to meet this objection by the stipulation indicated at the end of the letter from this Department of 14th November last, to the effect that the withdrawal of any Chinese Consul causing trouble or annoyance to the Colonial Government either by his own actions or by irritating
