I have the honour to enter a protest against the suggestion of Dr Eitel (Inspector of Schools) in his Report to place Victoria College under the system of Examination required for the Grant in Aid. "It would be desirable in future-

His words are,

"...to bring the examination rules of Victoria College--into harmony with those in force in other similar Institutions in the Colony.

Uniformity of test applied in the examination of all schools under Government supervision is manifestly desirable.

I have long been aware that Dr Eitel's views and my own on Educational matters are diametrically opposed. The object of Education is not to provide startling results in percentage tables, but to temper, direct and improve the intelligence of the scholars. It has often been admitted by Inspectors (England) in their Reports that a school obtaining "Excellent" for Intelligence may be inferior in percentage to another to which only "Good" can be awarded.

It is not the custom in England to compare the results of School A with those of School B in the same district; but to remark on its maintaining, improving on, or falling from its own standard of proficiency. I have always striven in my way...
