organisation, supervision, inspection and Special Class teaching. In examining the follow therefore he is not appraising his own work but that of his staff and he is (I submit with all due deference) as independent an authority to report on his department as any other Head of Department.
There are some remarks on the examinas Chins. There is at present no detailed report on the bi Exam. Thittiad dlashi from fear of trenching the Inspector's province confines himself to general remarks held by time for prize purposes, the Inspector schools annually reporting "I umeur with the remarks made by the Headmaster.
The fact of the Head Master's annually reporting on his own Examine would materially improve the discipline of the College, and afford support to his authority over the large staff of 30 masters (8 English and 22 Chinese).
The Government would continue to have the following guarantees that the standard of work was at least sustained, if not raised, viz:-
The Government Central School was examined by its Headmaster (the late D Stewart) some after the appointment of Eitel as Inspector. D'Stewart in Report 1875 recommended the separation of the Offices Headmastership of GCS and Inspectorate of schools.
It is inconceivable that the then Head Master would have recommended this, if he had not shared my view that the GCS could not suitably be examined by the Inspector.
I have conducted the last nine Annual Exams, correcting the papers and providing the Tables of Passes and Percentages which appear in the Inspector's Report. With the exception of formerly, I compiled all the Exam Papers 1882-90.
I have the honour to append hereto a complete set of Exam Papers for the last two years, which will illustrate the time required in their preparation, the necessary intimate acquaintance with the capabilities of each class, and the wide divergence existing between the standard of each class in the system established at Victoria College and the elementary standards of the Grant in Aid (Inspector's) System.
Only Elementary Schools are subject to Exam by Inspector of schools in England. Victoria College is not an Elementary School. For four or five years it has been sending in candidates for the Oxford (and Cambridge) Local Exam with a sufficient degree of success.

While in view of a possible necessity arising for ensuring, the papers done by the boys and marked by the Head Master could be filed in the College Office; sets of papers for the two last years past being preserved for this purpose.
