My Lord,

I have been informed that the office of Post Master General of Hong Kong is vacant, and that Mr. J. Sercomber Smith is a candidate for the appointment to his Excellency's Government.

Mr. J. Sercomber Smith has long been known to me, and I am happy to bear testimony to his abilities, his strict integrity, and his fitness for a post where great trust has to be reposed in the person who holds it.

He obtained his cadetship in the Hong Kong Government service after open competitive Examinations, and has been promoted from time to time on his own merits.

I believe it would be difficult to find a gentleman better qualified for the vacant office.

My belief is that Mr. J. J. Smith is well-suited for the position.
