My dear Max Lockwood,
I am writing to you on a personal, and selfish matter but feel sure you will excuse the liberty I am taking when I have explained the position of affairs. First of all let me remind you that I am the son of Max Ben Chapman of York, in whose behalf you so kindly interested yourself last August to secure my appointment as Assessor of Rates to the Government of Hong Kong.
And let me express my grateful consideration for the following reasons:
In September last I entered into a three year's agreement with the Crown Agents to come here at $2,500 per annum, in total ignorance of the exorbitant expenses to which Europeans are subjected to, and also of the real value of a dollar, which I understood was 4/7 or 4/10 instead of about 3/-.
In the Estimates for 1890 my original Salary was stated at $2,500, but in November - at which time I was on my way out - the Hon A. Lister - Colonial Treasurer - in going through
