Nov. last, I shall be glad to receive from you a report
on the means by which it is proposed to carry out the provisions of that
section for the seizure and prevention
of the importation or destination of goods improperly imported which
are liable to forfeiture under the Order.
I draw your attention to the fact that similar information because
in the Straits Settlements.
Similar Ordinances and provisions have been altogether
omitted, ostensibly on the ground that there is no machinery for carrying
out such provisions owing
to the absence of a Customs
department, but
the experience

Such provisions clearly diminish the efficiency of the Law.
