I have the honor to acknowledge receipt of your letter of the 31st ult. and very much regret to find that no Ordinance has been at present passed in Hong Kong.
I would suggest that no time should be lost in doing so, inasmuch as fraudulent mutations of Trade Marks and the application of fake indications of origin are, as I am informed, very rife at the present time.
And when such an Ordinance is passed, it will not be upon the lines of that which has been passed in the Straits Settlement, which, for the reasons I am about to allude to, seems to me to be the one particular Ordinance that has been found to be of such immense use in this Country, and which, from its nature, is really the only wholesale remedy for the disease of fake Marking, both as it affects the public and...
