I have the honor to enclose a copy of the China Mail of 8th September 1890, containing an address by the President of the Mercantile Marine Officers Association on the working of cargoes on Sundays in Hong Kong Harbour, which discredits the British flag and the government of a crown Colony, & by which the officers of ships, who presented a numerously signed petition to the Governor, are the chief sufferers.

The China Mail from time to time states that public opinion in the Colony is in favour of reasonable restriction on Sunday work afloat. Commercial community Sunday...
