I am to explain that although the first part of your despatch 710 April 1888 expressed regret at learning that you were not entitled to make fairly remittance at 4/2 to the Dollar, at 4 1/2 his Lordship did understand that you were asking for consideration of that point. It was not in his Lordship's view to question withdrawing from you the privilege which you already possessed.
This Lordship is not aware that at the time of your appointment, he had any reason to believe that you would have this privilege. He regards it as regrettable that, after your arrival in the Colony, you were misled on the subject, as the Colonial Secretary failed to draw your attention to the Despatches on record in the Colony, which showed that the Governor was not entitled to remit any of his salary except at the market rate of exchange, and in which it was explained that you had been treated exceptionally.
