In reply I am directed to request that you will call the attention of the Secretary of State to that part of the letter from this Office of the 8th December, in which it is stated that the Comptroller and Auditor General has no desire to urge his recommendation for an increase of Mr. Nicolle's salary, should the Secretary of State be of opinion after full consideration of all the circumstances, that such increase is undesirable.

The Comptroller and Auditor General does not possess the experience, knowledge of the necessary surrounding circumstances in the Colony which would justify him in arriving at a judgment on a matter of this kind, at variance with the opinion of the Colonial Office, and he feels, moreover, that it would not tend to the efficient working of the system of Colonial Audit were he to take upon himself the responsibility if he were to do so.
