1. Should not a reminder be sent to the few Colonies that have not answered the Circular?
3. When the papers are typed, I should like to circulate the proof with a minute suggesting an answer to be sent to Hongkong Straits.
2) I understand Lord Knutsford's promise in the House of Lords to have included, besides the collection of information, an undertaking whether Hongkong & Labuan could not somehow be asked to imitate the other better behaved Colonies?
