In the Estimate for the cost of Audit for Hong Kong in the year 1891 forwarded in a letter from this Department dated 8th July last, it was shown that a sum of $3506 would be required for the Audit in this Country, which left $6444 for the Establishment in the Colony, out of the total Value of $10,000 taken for this purpose.
In superintending the Audit of these Accounts the Comptroller and Auditor General has been much struck with the ability and energy displayed by Mr. Nicolle in the duties of his office.
He has not only diligently endeavoured to carry out the instructions of the Comptroller and Auditor General but has also been of great service in the investigations made by him at the instance of the Governor into the recent defalcations in the Post Office and into the mode of accounting for expenditure
