express the entire concurrence of the Comptroller and Auditor General in the terms of Lord Knutsford's Despatch of 11th September last which leaves nothing for him to say:

The thorough investigation which has been instituted into the mode of conducting the business connected with money Orders and Postal Notes can leave no doubt as to the culpability of Mr. Barradas; and as regards Mr. Freire, the very imperfect and inefficient check which he gave to the Accounts submitted for his Audit afford ample evidence of his unfitness for the duties committed to him, but in both cases there appears to have been an extraordinary want of control on the part of the superior officers, which seems to the Comptroller and Auditor General fully to justify the observation of the Secretary of State as to neglect on the part of ordinary precautions on the Hong Kong Government.
