It should obviously be the duty of a person other than the Clerk who receives the Money, to institute a regular comparison between the sums advised for repayment in this Country, and the daily Entries in the Cash Book, and to see, at the end of each Month, that every Remittance has been properly advised.

(d) As the Treasurer of the Colony is the person principally responsible for the care of the Finances, it would appear to be his duty to see that in each department of Account, some regular and independent check is established as a matter of Administration.

The local Auditor may be of great use in seeing, from time to time, that the Regulations laid down are duly observed, and that the Books are properly kept, and it should be part of his business to look into the Revenue Accounts and to see that the Entries tally with the Vouchers produced, but the Comptroller and Auditor General is of opinion that it would be going beyond...
