But before submitting this to Treasury, Ask whether Treasury sanction has not already been obtained to some of the Branches specified, under s. II of Ord. 5 of 1866, which auth? Establishment of Branches with the consent of Treasury India, Penang, Singapore, China & Japan and in that case which are the Branches in London
