Extract of Report from the two Commissioners appointed to enquire into Postal Agencies in China and Japan dated 19 July 1864.

We have now mentioned all the places in China and Japan at which Postal Agencies are already in existence, and the next point for consideration is whether it is necessary to open new offices at any other of the Treaty ports, and we are decidedly of opinion that no additional Post offices are desirable. It is true that, by their establishment some slight accommodation would be afforded to the public, principally in the sale of Postage Stamps, but we see clearly that even with a Post office at hand, the bulk of the letters would always be forwarded by preference through
