GENERAL POST OFFICE, LONDON APR 30.

19 April 1890

The Postmaster General has reconsidered, as requested by the Secretary of State for the Colonies, the question of the Imperial contribution made towards the support of the Postal Agencies at the Treaty ports of China, with reference to the application made in September last by the Officer Administering the Government of Hongkong for additional aid from Imperial funds to enable him to increase the salaries of some of the Consular Agents.

The argument used by the Under Secretary of State for the Colonies.
