The Estimates for such a Survey completed in every respect like the Survey of England including pay of an Officer during the first season, allowance to the Royal Engineer Officer, employed during the 2nd and 3rd season + pay of local labourers would, roughly speaking, be about £3000.

The new ... special clothing, ... would require quarters ... which the War Office might be asked to provide free of cost, if ... the First Commissioner approves, Instruments might be bought by the Ordnance Survey Department. Passages out and home would, also be required.

I would very strongly urge that the above scheme be approved, and that if the Officer in charge of the Survey be quite independent of the Surveyor General and of any authority in the Colony as far as the conduct ...
