Two reasons. I have not been able to go into the question of how far the triangulation made by Collinson could be utilized, but if the above scheme be approved, I would try to obtain the original documents, if they still exist.

The staff for the first season would be about 1 Officer & 20 men with 10 local labourers, for the second season about 1 Officer & 12 men under one of the Royal Engineer Officers quartered at Hong Kong; for the third season one Royal Engineer Officer's with half a dozen men.
