Any reply to this letter should quote the above number, and be addressed to the Secretary.
The scheme, which I would suggest is
1. To send out an officer with the Trigonometrical staff or as soon as arrangements required to arrive at Hong Kong by the middle of August, so as to arrive at the end of Sept:
2. To complete the Survey operations in the first season Oct to March, and send the books to England to be plotted.
3. To complete the examination in the second season Oct to March, and send the examination traces to England to be drawn.
4. To examine the completed plans on the ground during the third season, and send them to England, if desired to be published.
This would give three years for carrying out a complete Survey of the Colony and publishing the result.
It is probable that the services of an Officer would only be necessary during the first season, and that arrangements could be made...
