the proposed work is a Colonial one the mere fact that it will be useful to the Military Authorities (for Submarine Mining purposes) Supposing would not justify the Imperial Government bearing part of the cost.
Burning as it has already spent £35,000 on Submarine mining services at Hong Kong, a large part of which has been charged to the Colony at present.
