the Colonial Government, it is quite impossible

for me to form an

absolutely correct estimate of the expenditure to date on the Colonial Defence Contribution. I however estimate that

with outstanding liabilities for work done and absolutely necessary work ordered, that the entire sum of £16,000 calculated at the market rates of exchange

has already

been

expended, and I therefore caused the following telegram to be sent on the 30th September to the Inspector General of Fortifications.

"Balance Colonial Defence contribution calculated "Market rate of exchange expended - Pending telegraph reply my letter of 28th August

"Concerning works required to complete.
