The Lords Commissioners of Her Majesty's Treasury have had before them Hong Kong Governor's letter of the 17th ultimo,
respecting a payment which Mr Secretary Stanhope proposes to make to the Government of Hongkong in return for the surrender of the Lazaretto on Stonecutter's Island, which is now required for Imperial Defence Act, 1888, new Barracks under the
I am to state that, regarded by itself, it seems only equitable to pay to the Colonial Government the $20,000 which they spent in building the Lazaretto in 1883-84, seeing that a good deal more will be required for replacing it.
But My Lords do not know in what relation the proposed payment stands to the expenditure of £40,000 sanctioned for Barracks at Hong Kong by Treasury letter of the 15th February last.
If it forms an item in that expenditure, Their Lordships sanction it as a charge against the Barracks Head of the Imperial Defence Loan.
