4. His Lordship gathers from the 5th and 6th paragraphs of the book "from Mr. Fleming's despatch No. 129 of 30th April last, that the Col. Secretary had advanced the same sum required to prevent the actual stopping of the works, and he is therefore of opinion that no instructions are at present needed to be sent to the Governor by telegraph, and he will defer sending instructions in the matter by despatch until the receipt of Mr. Stanhope's reply to this present letter.
