It is very inconvenient that the works should be stopped when on the point of completion, and that payments actually due to the contractors should be held over.
Mr. Stanhope requests therefore that instructions may be sent with the least possible delay, by telegraph if possible, dealing with the question of preventing the works from being stopped.
