3 These regulations are applicable to Colonies like The Cape, Ceylon, Mauritius even Singapore when the Coaling station is distinct and separate from the rest of The Colony :- but they hardly suffice for Hongkong, because in the event of war stringent Measures would have to be taken with regard to the civil population, which would not be necessary in the colonies above mentioned.
