against the appointment
of a Chinese Consul
in question, I request you
to
telegraph to that effect
by Telegraph, unless an
answer
has been
sent by mail to
already
my
despatch above mentioned.
I have to state that
Mr. Foo Ping Lung, having
been Consul to China at
Singapore for ten years, may
I consider him regarded
as personally acceptable, if the
principle
question of accepting
Chinese Consuls is agreed to.

Sir
I have the honour
to transmit to
you
for
your information, a copy
of a letter from the
Foreign Office
on the
subject of the appointment
of Chinese Consuls at
the Straits Settlements, and at Hong Kong, and
at H. Kory (perhaps H.M.S. or another proper noun, but keeping as is due to uncertainty)
I presume
there can be
no objection to the new
and extended arrangements
proposed by the Chinese Govt.
