With reference to your letter of the 12th of August last, I am directed by the Marquess of Salisbury to transmit to you a copy of a despatch from the Chief Justice of the Supreme Court for China and Japan, in which he suggests that Her Majesty's Ministers and Consuls in China should be guided by the Secretary of State for Foreign Affairs.
