With regard to applications for extradition it is important that none be entertained unless they are made from improper motives, that the understanding which exists with the Chinese Authorities as to the application of torture is complied with.

I am to instruct you to address a friendly representation to the Viceroy on this point, stating that while this Govt have no wish to limit H.K. to any special definition of what may be considered an officer of the Chinese Govt within the meaning of Sec. 7 of the Hong Kong Extradition Ordinance, they hope that in future all requisitions for extradition will be made.
