I am to state that, in the
opinion of His Lordship, it would
appear from the Report of the Chief
Justice of Shanghai that the petitioner
here, the subject of Mr. Administrator
Fleming's despatch transmitted with
your letter, has no claim to special
consideration from the nature of his
offence; and it appears probable
that on the receipt of his petition,
through Sir F. Walsham, the decision
must
be against him, in view of
the terms of
§ 77 of the China and
Japan Order in Council.

obvious that good conduct in gaol
is advantageous to induce
Lord
Salisbury would propose, with the
concurrence of Sir Kautford, that
the Chief Justice of Shanghai be consulted
as to whether he is not
of opinion that a general regulation
might be made for the future, under
the China and Japan Order in Council
