I am compelled to write to you on account of the injustice met with at this port at the hands of the Harbour Master, Captain Rumsey.

The vessel I am serving in now, in which vessel I hold the rating of first mate, is the Barque "Sumatra", of London, owned by Jo. Willis and Son of 115 Leadenhall Street, E.C. This vessel has been to this port once before in the September of last year. During the time she was here, I and the other Officers preferred a charge of drunkenness and misconduct against the Master by name John Rea. The charge was made twice in writing but no notice was taken of it.

I then made a personal application but was told the Harbour Master was too busy to see me. I stated my charge and was then told that the Harbour Master could not assist me in any way, although the Port Regulations distinctly state that all charges are to be made to the Harbour Master.
