I am directed by the Board of Trade to transmit, herein, to be laid before Lord Knutsford,
a copy of a letter which they have received from Henry White First Mate of "Sumatra" of London, complaining of the action of the Harbour Master at Hong Kong in having refused to enquire
into charges of drunkenness brought against
the Master of that ship.

I am to add that the Board would be glad
to be made cognisant of any action that Lord
Knutsford may see fit to take in the matter.
