Referring to your letter of the 28th October,
I have the honour to transmit to you, for the information of the Secretary of State, a copy of the Agreement into which we have entered on behalf of the Government of Hong Kong with M. I. Howland Brock on his appointment as Assistant Engineer in the Sewerage and Drainage Dept. of that Colony.
A passage has been provided for Mr. Howland Brock in the steamship Valetta appointed to leave London on the 2nd instant.
