With reference to

your letter of 6th February 1890,

and former correspondence relative to fencing required for the defences of Hong Kong, I am directed to acquaint you

that

it is considered preferable to adopt the new steel palisade in place of that originally contemplated: it is desirable, however, to let the question stand over for the present until it is known whether there are funds available to meet the cost.
